Zasady polityki redakcyjnej

  1. Polityka redakcyjna Wydawnictwa wynika ze swobody prowadzenia badań naukowych.
  2. Celem aktywności publikacyjnej jest prezentowanie tekstów w formie monografii, rozdziałów
    w monografii (m.in. w formie ekspertyz i innych opracowań o najwyższej jakości merytorycznej), dotyczących problematyki szeroko rozumianego samorządu terytorialnego.
  3. Redakcja przyjmuje teksty nie dyskryminując przedstawicieli żadnej grupy społecznej, które są zgodne z profilem Wydawnictwa oraz Narodowego Instytutu Samorządu Terytorialnego.
  4. W procesie recenzji redakcja zwraca uwagę na jakość merytoryczną opracowań, rzetelność wykorzystywanych przez autorów źródeł oraz prezentowanych wyników badań własnych.
  5. Redakcja dokłada wszelkich starań w celu wyeliminowania zjawiska plagiatyzmu i innych form naruszania własności intelektualnej i praw osób trzecich.
  6. Autor składa oświadczenie, że przedłożony artykuł jest utworem oryginalnym i samodzielnym oraz nie narusza praw osób trzecich. Cytaty, zapożyczenia, tabele i komentarze są opatrzone odpowiednimi przypisami. Wykluczane są zjawiska typu „ghostwriting” i „guest authorship”.
  7. Eliminowane są wszelkie konflikty interesów między członkami redakcji, autorami i recenzentami oraz pracownikami NIST.
  8. Redakcja zapewnia poufność i bezpieczeństwo danych osobowych autorów i wszelkich współpracowników.
  9. Redakcja poddaje nadesłany tekst wstępnej ocenie, aby uznać, czy jest zgodny z profilem czasopisma, a także z wymaganiami zawartymi w Informacjach dla Autorów.
  10. Recenzja sporządzana jest w trybie „double-blind review”.
  11. Recenzentami są samodzielni pracownicy naukowi.
  12. W przypadkach, gdy opracowanie ma charakter ekspercki lub dotyczy specyficznej problematyki, Redakcja może powołać jako recenzenta osobę inną niż wskazanąw pkt. 11, posiadającą szczególne kwalifikacje do oceny opracowania.
  13. Dla zwiększenia transparentności i zapewnienia obiektywizmu recenzji stosowany jest formularz recenzji.
  14. Lista recenzentów w porządku alfabetycznym publikowana jest na stronie internetowej Wydawnictwa.
  15. Redakcja chroni dane osobowe.

Principles of editorial policy

  1. The editorial policy of the Publishing House results from the freedom of conducting scientific research.
  2. The goal of publication activity is to present texts in the form of monographs, chapters

in monographs (including in the form of expert opinions and other studies of the highest substantive quality), concerning the problems of broadly understood local self-government.

  1. The editorial office accepts texts without discrimination against representatives of any social group, which are consistent with the profile of the Publishing House and NIST.
  2. In the reviewing process editors pay attention to the substantive quality of the studies, reliability of the sources used by authors and presented results of their own research.
  3. The editors make every effort to eliminate the phenomenon of plagiarism and other forms of violating intellectual property and third parties' rights.
  4. The author makes a statement that the submitted article is an original and independent work and does not infringe the rights of third parties. Quotations, borrowings, tables and comments are accompanied by appropriate footnotes. Ghostwriting and guest authorship are excluded.
  5. All conflicts of interest between editorial board members, authors and reviewers, and NIST staff are eliminated.
  6. The editors ensure confidentiality and security of personal data of authors and any contributors.
  7. The Editorial Board subjects the submitted manuscript to a preliminary review to consider whether it is consistent with the profile of the journal, as well as with the requirements of the Information for Authors.
  8. The review is carried out in a "double-blind review" mode.
  9. The reviewers are independent academics.
  10. In cases where the paper is of an expert nature or concerns a specific issue, the Editorial Board may appoint as a reviewer a person other than those indicated in pt. 11, having particular qualifications to assess the paper.
  11. To increase transparency and ensure the objectivity of reviews, a review form is used.
  12. The list of reviewers in alphabetical order is published on the Publishing House's website.
  13. The editorial office protects personal data.
